Will George Bush use fear tactics to get people to accept the bailouts?

When George W. Bush addresses the country tonight on TV, will he use fear tactics to trick people into accepting the $700 billion bailouts?

If he does use fear tactics to try and get the bailout passed, will people be gullible enough to allow themselves to be fooled again by their fears, similarly to supporting the invasion of Iraq due to fear of weapons of mass destruction.
