We flag hat Velcro patch: What is its use in the U.S. military?

This was really caught my attention in the game (I know) Call of Duty 4 where you can see SAS operators to carry the flag of your country in front of the hat. Obviously, it is used by several U.S. special forces (RGR, delta, etc.), but why? Not a single bit of information I could find there.

They are known as tactical hats, or hats contractor. Are those used by the PMC, or private military contractors (aka mercenaries). A contractor must wear a hat to identify himself, according to the contract Department of Defense. It's a good chance that the game was showing a PMC United Kingdom. Some people have SpecOps hats with their unit patch on the front.
